BOUZU means "priest" but also a person who has a bold shaved round head or a little boy.
teru teru bouzu is a little paper doll we make to pray for a sunny day. It's face is round like a snowman so I guess they call it bouzu.

This is a word game . The sound of teru( meaning sun shining ) and tell in English is alike. We usually pray for sunny day, but in this case , she might be just asking God of the weather what the weather will be tomorrow.
So she is asking teruteru  bouzu to tell her what the weather will be tomorrow!
